Before/After fix for reflectance saturation bug

MODICE for tile h23v04, all of 2001 (244-344), before/after bug fix. "Before" data were produced in Oct 2010, so they would also have suffered from the non-snow memory map resolution issue. I think the "after" images *look* a lot less noisy and more realistic. Data values 0-100 snow fraction and 255 for "permanent ice from 'other' category with adequate signal" are displayed with no scaling into linear black-white color table from 0-255.
